Operator
The user/group can re-route the current workflow task to a new task in the workflow. They can also claim all instances even if they are currently assigned to another user.
Administrator
The user/group can design, modify and save workflow processes.

The user/group can read the security settings for this object.

When allowed the user/group can modify the security settings for this object.
