Gets a file of a document by given document/version/stream numbers.

• tenant - Tenant Name or 'default' for a single tenant system.

• docNo - Document number.

• versionNo - Document version number. Use 0 (zero) for latest version.

• streamNo - Number of a file stream inside the document (zero based).
